The blue light gizmo is just that, a powerful blue light. It sets the filling material. The filling material is light sensitive, it would set with room light eventually, but it might take several hours, so the blue light gizmo sets the stuff quickly.

The light is blue because the red end of the spectrum has been filtered out to prevent the tooth being heated.
